(1/12/21):  The Centers for Disease Control and Prevention has issued new guidance opening up coronavirus vaccination eligibility to individuals ages 65 and up and to the immunocompromised, Gov. (1/11/21): Governor Cuomo announced Friday that the initial launch of NYS Phase 1B will begin Monday. NYS Phase 1B will be expanded further over time, just as NYS Phase 1A was. New York’s supply of vaccine is limited to what the federal government provides and therefore each phase can only scale as the supply increases.  In Friday’s announcement the Governor announced the first rollout of NYS Phase 1B will include the below populations at this time:

o          Teachers and education workers

o          First responders

o          Public safety workers

o          Public transit workers

o          People 75 and older

Other businesses which are not listed above should continue to check the Governor’s website for further announcements regarding the inclusion of new groups in NYS Phase 1B as increased supply becomes available. How to obtain the vaccine: Those in Phase 1B interested in receiving the vaccine must obtain an appointment to do so. To obtain an appointment you must call the COVID-19 call center or click on the “Am I eligible” app found here: https://am-i-eligible.covid19vaccine.health.ny.gov/

Host an event: If you wish to host a vaccination event at your facility, please work with your local health department, community health partner or those who are registered as a health care provider for the vaccine. Vaccination sites: The Department of Health is setting up 20 mass distribution sites throughout the state over the next several weeks, with the first of those sites, the Jacob K. Javits Convention Center, slated to open its doors on Wednesday, January 13. We will distribute updated information on the other sites as soon as that information is available.

(1/6/21): Vaccination Plan: Yesterday the Governor announced that we are still in Phase 1a. The entire update the Governor provided can be found here:https://www.governor.ny.gov/news/governor-cuomo-updates-new-yorkers-vaccination-efforts-across-new-york. As a reminder “food and agriculture essential workers” are designated as employees in Phase 1b. We will provide an update as soon as the Governor announces the beginning of Phase 1b.

“Am I Eligible app”:  New York State has launched a new ‘Am I Eligible ” app to help New Yorkers determine their eligibility for the COVID-19 vaccine, connect them with administration centers, and schedule appointments. To access the app, as well as find the latest information concerning the vaccine and its administration, visit: https://covid19vaccine.health.ny.gov/  Note: As we are still in Phase 1a, this eligibility app is not applicable to essential workers in the other phases at this time.

Updated Quarantine Guidelines: New York State Department of Health has updated their quarantine guidelines for New York which are consistent with the latest Centers for Disease Control guidance. Under the new guidelines, individuals exposed to COVID-19 can end their quarantine after 10 days without a testing requirement as long as no symptoms have been reported during the quarantine period. After day 10 is reached, individuals must continue monitoring for symptoms through day 14 and if any develop, they should immediately self-isolate and contact their local health department or healthcare provider to report this change and determine if they should seek testing.

COVID-19 is still a threat to our state so please continue to follow the necessary steps listed in the “STOP THE SPREAD” poster.

(12/31/20): PAYCHECK PROTECTION PROGRAM (PPP) LOANS PAYCHECK

Allows for second PPP loan with similar terms to first but with an increased maximum size of 3.5x average monthly pre-crisis payroll for hotels, requires a 25% revenue loss in a 2020 calendar quarter compared to last year for eligibility. Eligible expenses have been expanded to include PPE costs.
 
PPP EXPENSE TAX DEDUCTIBILITY
Clarifies that these expenses are deductible even when paid for using PPP loan funds.
 
PPP FORGIVENESS
Establishes a simplified PPP loan forgiveness application for loans under $150K.
 
TROUBLED DEBT RESTRUCTURING
Extends this relief through year-end 2021, allowing lenders to continue and extend borrower relief.
 
EMPLOYEE RETENTION TAX CREDIT
Increases refundable credit from 50% to 70% of qualified wages, expands eligibility for the credit by reducing the required year-over-year gross receipts decline from 50 percent to 20 percent and increases the limit on per-employee creditable wages from $10,000 for the year to $10,000 for each quarter.
 
BUSINESS MEAL TAX DEDUCTION
Expands business meal deduction to cover 100% of expenses for 2021 and 2022

(8/3/20): See the below information regarding NYS Rental Assistance Program Application Deadline being extended to August 6th. Governor Cuomo announced this week that an emergency rental assistance program will be implemented to help keep low-income families throughout New York in their homes. 
 
The program, which is designed to reach those individuals and families with the greatest need, will provide direct aid for tenants who lost income due to the COVID-19 pandemic. 
 
The program is funded through the Coronavirus Relief Fund, which is part of the CARES Act. 
 
The program is administered by New York State Homes and Community Renewal and access to program applications will be available https://hcr.ny.gov/RRP.
 
 
(7/20): New York State Liquor Authority Guidance on Requirement that Licenses With On-Premises Service Privileges Serve Food With Alcoholic Beverages.
 
Effective today, Friday July 17, 2020, all licensed establishments with on premises privileges (e.g. restaurants, taverns, manufacturers with tasting rooms, etc.) shall not serve alcoholic beverages unless such alcoholic beverage is accompanied by the purchase of a food item which is consistent with the food availability requirement of the license under the Alcoholic Beverage Control Law. 
 
The State Liquor Authority offers the following guidance: 
  • This guidance applies to all licensed on premises establishments apart from those which do no require food as a condition of licensure (i.e., clubs, and bottle clubs), in addition, it applies to all licensed manufacturing establishments with on premises service privileges.
  • This guidance supersedes and therefore modifies the Authority’s “Guidance on Restrictions for Licensees and To-Go & Delivery Sales in Response to COVID-19 Outbreak” to the extent that off premises beer, or cider sales must now be accompanied by a food item which is consistent with the food availability requirement of the license under the Alcoholic Beverage Control Law. All other provision of such Guidance remain in full force and effect, including the ability of on-premises licensees to sell alcohol to go with the purchase of food consistent with Executive Order 202.3, as extended. 
  • This modification does not affect the ability of a manufacturer with off premises privileges to sell any product to go to a patron at the licensed premises in a sealed original container without the accompaniment of a food item. 
  • The purpose of the requirement that food be sold with alcohol is to permit outside and limited indoor dining (outside of New York City), with alcoholic beverages, while restricting the congregating and mingling that arise in a bar service/drinking only environment. Accordingly, this SLA Guidance defines the relevant terms in Executive Order 202.52 as follows:    
  • “Purchase of a food item which is consistent with the food availability requirement of the license under the Alcoholic Beverage Control Law” shall mean that for each patron in a seated party, an item of food must be purchased at the same time as the purchase of the initial alcoholic beverage(s). 
  • However, one or more shareable food item(s) may be purchased, so long as it/they would sufficiently serve the number of people in the party and each item would individually meet the food standard below.   
  •  “A food item which is consistent with the food availability requirement of the license under the Alcoholic Beverage Control Law” shall mean:
  • For manufacturers with on premises service privileges: sandwiches, soups or other such foods, whether fresh, processed, pre-cooked or frozen; and/or food items intended to compliment the tasting of alcoholic beverages, which shall mean a diversified selection of food that is ordinarily consumed without the use of tableware and can be conveniently consumed, including but not limited to: cheese, fruits, vegetables, chocolates, breads, mustards and crackers.
  • For on premises retailers with a food availability requirement, including restaurants and taverns: sandwiches, soups or other foods, whether fresh, processed, precooked or frozen.
 
(7/16): Gov. Andrew Cuomo said state officials are ramping up enforcement of coronavirus regulations at bars and restaurants amid a lack of compliance. Beginning Thursday, no drinking will be allowed at those establishments unless patrons are seated at tables spaced 6 feet apart and ordering food. And no walk-up bar service will be allowed.
 
(7/8): Long Island is entering the final phase of reopening, Phase 4.  
 

(6/26): Industries in each region will reopen in phases. Reopening refers to allowing non-essential businesses and business activities to resume in-person operations. Eligibility for reopening will be determined by health metrics for each regionEssential businesses and business activities that are open may remain open statewide. New York State is also permitting certain commercial and recreational activities to reopen statewide with restrictions.

By entering their region and business type, businesses should be able to:

  1. Determine your eligibility to reopen, including any special restrictions that may apply;
  2. For both essential businesses and non-essential businesses allowed to reopen, be directed to review industry-specific public health and safety guidelines, if applicable, and, where any guidelines exist, be directed to submit an affirmation form for having reviewed and understood such guidelines; and
  3. Be directed to complete a business safety plan to outline how your workplaces will prevent the spread of COVID-19, either by direct link from this wizard or, where industry-specific guidelines apply, as linked to after you submit the affirmation form.

(6/24): Long Island enters Phase 3. Phase three allows restaurants to open indoor dining at 50 percent capacity as well as personal care, such as nail salons, tattoo parlors, massage therapists, and spas. 
 
(6/19): The Greenport BID is happy to report that our efforts to accelerate the schedule of the road closure to vehicular traffic has been approved by the Village Board. The Mayor and Trustees have agreed to allow the closure of Front Street from First Street to Main Street as a test to occur this weekend as of FRIDAY, June 19th at Noon to Monday June 22nd at 8am.  
 
PLEASE READ & DOWNLOAD NECESSARY PAPERWORK TO EXPAND BUSINESS OPERATION ONTO THE SIDEWALK & STREET (FRONT STREET FROM 1st to Main)
 

These are the rules that must be followed precisely. IF THESE RULES ARE NOT FOLLOWED, THIS MAY BE THE ONLY TIME WE GET TO DO THIS:

1. Businesses may expand up to 12 feet from the physical edge of their building toward the street center line. NO MORE THAN 12 FEET IS A MUST. Here is a visual of the allocation of spaces:

 

2. The village application, village access agreement, Certificate of Insurance and (in the case of Food & Beverage) SLA form and SCDOH applications ALL MUST BE COMPLETED AND FILED WITH THE VILLAGE BEFORE ANY ACTIVITY CAN BE CONDUCTED (THAT MEANS TODAY! (FRIDAY JUNE, 19). 

HERE ARE THE NECESSARY DOCUMENTS FOR FOOD & BEVERAGE:

– A certificate of insurance naming the village as an additional insured on your liability policy. Specifically, it should name: Village of Greenport, 236 Third Street, Greenport, NY 11944.
– Village of Greenport Outdoor Access Application
– Village of Greenport Temporary Use of Public Sidewalk and/or Outdoor Dining Application
– SCDHS outdoor dining affirmation at this link: https://eco.suffolkcountyny.gov/#/home
– Submit a diagram to the State Liquor Authority showing the seating and its relationship to your restaurant. You can use the same diagram mentioned above. ALL OTHER OPERATIONS:

3. Each business must have a defined area separated by a temporary divider such as a roped off stands, planters or divider that creates their specific space designation.  

4. Every employee of any business that is open must wear a mask at all times.  

5. Food and Beverage tables, high-tops or bar must be positioned so that patrons sitting at tables, high-tops or bars are at least 6 feet apart.

6. Food and Beverage operations must provide some type of barrier or separation on the outermost edge of the 12 foot space to create  physical separation from passing pedestrians who are travelling in the middle of the street. (ie, Plants, clear vinyl panels, or simply create a distance of space that allows for the separation requirement from seated patrons and passing pedestrians – This is a must!  

7. Food and Beverage patrons MUST be seated when eating or drinking.  

PROGRESS ON PARKLET DESIGN & EXPANSION PLANS 
 
PARKLETS:
The Sidewalk Committee met this week and it was finalized with the Village’s consent to expand the parkelt installation to two additional areas as of June 19th – with more to come.  Specifically, the next two sections will be:1. Western Front street in front of Front Street Station to Sakura;
 

2. South Main Street on the west side in front of Lucharitos down to Claudios; 

This further installation and escalation of timing has been made possible due to the donations and extreme volunteer efforts of those vendors, BID contractors and village staff in prioritizing this next step.  As the BID continues to emphasize, we are ready to further expand the installations and will continue to do so through advocating on behalf of our merchant members with Village approval. 

It is the BID’s continued efforts to obtain approval before the following weekend (June 27th) to install additional parklets in the following locations:
3. Lower Main Street (east side) from Harbor Pet north to D’Latte.
4. Main Street from Crazy Beans to Adams Street Parking lot.
5. North Main Street (east side) from South Street to Central Avenue. 

These locations balance the concerns of keeping some on-street parking with outdoor expansion opportunity in other areas.  If there are additional merchants interested in seeing a parklet in front of their business, I would hope to hear from you on that interest.  We only wish to create these parklets where they will be used as intended.

(6/6): Cuomo’s Office announces outdoor dining to be included in phase 2 of reopening. Long Island’s phase 2 scheduled for this Thursday (June 11th).
 

The State Liquor Authority (SLA) has provided guidance on what is permissible as to expanding licensed premises and activities.  This is all very good news for getting back to business. Please immediately complete the necessary forms and look for additional guidance.  We are also looking to determine the exact requirements for DOH expanded permission and permitting (which has already been approved by Southold Town).

(6/5): Your Right to Deny Individuals: Amid the ongoing COVID-19 pandemic, Governor Cuomo issued an Executive Order on May 28 authorizing businesses to deny entry to individuals who do not wear masks or face-coverings. See the Executive Order here.
 
(6/3): Governor Cuomo Announces Outdoor Dining at Restaurants will be Permitted in Phase Two of Reopening. Outdoor tables must be spaced six feet apart, all staff must wear face coverings and customers must also wear face coverings when not seated. Long Island is not currently in Phase 2 – that date is set for June 11th. The Greenport BID is encouraging restaurant owners of our business community (who have immediate outdoor seating space) to begin planning for the launch of Phase 2. https://forward.ny.gov/phase-two-industries

(6/2): As parts of NYS enter Phase 2 of reopening, below is a useful resource for all non-essential businesses. The guidelines accessible via this tool apply to both non-essential businesses in regions that are permitted to re-open, and essential businesses throughout the state that were previously permitted to remain open.

Eligibility for reopening will be determined by health metrics for each region.

(5/29): The Greenport BID is pleased to report the Village of Greenport Mayor & Board of Trustees approval on our sidewalk expansion plans! After hearing from over 70 attendees at last night’s meeting, the Mayor moved to create a joint committee that will include the BID and ShoP Architects to expedite the communication and approval process needed and the board unanimously voted to approve all. Thank you to all who made this possible.

 TRIAL RUN THIS WEEKEND: 8AM Saturday to 8AM Monday, June 1

Village officials announced Thursday that no on-street parking will be allowed on either side of Main Street north to Center Street and on Front Street between Third and Main streets from 8 a.m. Saturday through 8 a.m. Monday, June 1.

The BID would like members of the business community to utilize this weekend to experiment with the additional space allowed by the parking restrictions on the sidewalks in front of their businesses. Although further approvals and plans on the usage of this additional space will continue to evolve as the season progresses, we recommend our members think creatively about how to begin this process. Keyword for this first trial-run this weekend is a small presence. We want to tread lightly to ensure the Village continues to work with the business community on further developments. 

We look forward to seeing how this additional space will benefit our business community as well as provide comfort to those pedestrians as they maneuver the narrow walkways of our Village.

Two Main Components 
 
Free-Informational Consultations: The LIHBA is collaborating with the Nassau County Office of Hispanic Affairs and the Suffolk County Offices of Women’s Services and Human Services, who have agreed to perform a brief intake and refer the inquiry to the LIHBA for referral to a volunteer attorney for a free one-hour, information – only consultation. 
 
Informational Publications and Videos: the LIHBA will gather articles, information sheets, and videos from its members on legal topics which are most relevant to the Latino Community during this COVID-19 Pandemic to disseminate through local Spanish language media feeds, social media, and collaborating organizations. 
 
(5/21): Memorial Day messages from Rich Vandenburgh, Village of Greenport BID President:
 
As we get ready for what will be a very busy and far from normal weekend, please know that the BID is continuing to do what it can to lead by pursuing ideas, offering suggestions and making requests to the Village Administration in the face of the upcoming “new normal” way of doing business and dealing with returning crowds.  
 
We have alerted the Southold Police Department that any business who feels threatened or unduly harassed by any customer or person should call the police for assistance and avoid physical altercations or unsafe engagement with such behavior.  
 
We continue to advocate and pursue increasing the width of sidewalks and eventual street closures with the Village. We remain hopeful that the Village will act quickly and decisively to allow the proposals and plans we have offered to proceed.  
 
Continue to monitor the BID website here for further updates and plans that are being pursued to aid our membership and fulfill the BID’s mission goal. Be Safe and Good Luck to each of you this weekend!
 
We have coordinated with and secured the right to have improved uniform signage with graphic emphasis as to the need for masks and social distancing.  These will be printed in English and Spanish and handed out among the businesses in the district by Friday.  Please post in a prominent position on your business premises.
 
 
The BID stepped up by securing and covering the cost for 4 Porta-lavs in the downtown village district, along with hand-washing stations.  Attached is a flyer that can be printed by any business to offer guidance to anyone who is looking for a restroom to use.  The Village has agreed to open the Mitchell Park Public Restrooms for at least this weekend, and we continue to press the village for a greater schedule of accommodations.

Essential businesses and business activities that are open will remain open.The guidelines below apply to both non-essential businesses in regions that are permitted to re-open and essential businesses throughout the state that were previously permitted to remain open.

Eligibility for reopening will be determined by health metrics for each region.

Currently, three areas upstate have met their metrics and been authorized to move to Phase 1 of reopening as set forth by New York State (NYS).

Long Island will not move to Phase 1 of reopening yet, as we have not yet met reopening metrics.

In advance of entering Phase 1, NYS has provided additional guidance as it relates to businesses already deemed essential and other select low-risk activities allowed to operate in advance of entering Phase 1:

    • Marinas, boatyards and marine manufacturers: Allowed to open for personal use as long as strict social distancing and sanitization protocols are followed.
    • Landscaping, Gardening, Tennis & Drive-In-Movie Theaters, deemed low-risk business and recreational activities are allowed to operate statewide as of Friday, May 15th.

Once Long Island meets its reopening metrics, we will follow the State guidance on phased opening.

(5/13): New York is extending a moratorium on evictions for residential and commercial tenants. At this time, eviction proceedings have been suspended and no one can be evicted in New York State until at least August 20.

The state is also banning late payments or fees for missed rent payments during the eviction moratorium, and allowing renters facing financial hardship due to COVID-l9 to use their security deposit as payment and repay their security deposit over time.

Recently, the novel Coronavirus (COVID-19) has been reported as possibly linked With Pediatric Multi-System Inflammatory Syndrome, a condition that has features which overlap with Kawasaki Disease and Toxic Shock Syndrome. While this condition is still believed to be rare, it can lead to serious complications and death if left untreated. Parents are urged to pay close attention to the symptoms of this potentially serious condition.
Seek medical attention for your child if he or she has the following symptoms:
  • fever higher than 101 degrees that lasts for a few days
  • abdominal pain
  • rash
  • both eyes appearing red or pink
  • swollen hands and feel, which may also be red
  • a swollen lymph node (or “gland”) on one side of the neck
  • difficulty feeding (infants) or is too sick to drink fluids
  • change in skin color- becoming pale, patchy and/or blue
  • lethargy, irritability or confusion
  • decreased frequency in urinating
  • racing heart or chest pain
  • trouble breathing or is breathing very quickly.
The link between COVID-I9 and this condition is not fully understood. If your child exhibits any of these symptoms, monitor them closely regardless of whether they have tested positive for COVID-I9.

(4/28): Suffolk County Executive Steve Bellone weighed in on Governor Cuomo’s press briefing regarding restarting the economy. With Suffolk County’s number trending downward — except for one day last week, they have consistently declined — Bellone said the county “is moving in the direction” of seeing the necessary 14-day decline, as mandated by the CDC, to start reopening. “The trend is moving in the right direction. If things continue on their current track within a week we should meet the CDC guidelines,” he said.County officials are having discussions every day with businesses and different sectors, Bellone said. “It’s critical that people learn that as we reopen the economy they are going to have to comply with social distancing and be wearing face coverings for the forseeable future. If we do those things in unison, with a scalable testing program and aggressive contact tracing, we can reopen safely.”

(4/26): Gov. Andrew Cuomo began outlining a two-phase outline for when nonessential businesses can resume. Mr. Cuomo said Phase 1 would be to allow construction and manufacturing businesses with low risk to resume. The second phase would involve many of the remaining businesses currently closed and their reopening would be done on a more specific business-by-business analysis. (4/24): Gov. Andrew Cuomo on Friday said he will sign a new executive order to make sure every New Yorker automatically receives a postage paid application to receive a ballot amid the new coronavirus crisis. The announcement follows a previous order he made to amend a state provision to allow residents to seek mail-in ballots by saying they fear they’ll contract the virus, which causes the COVID-19 disease.

(4/24): The New York State Office of Family and Children’s Services has granted an extension on all of the following Child Care waiver conditions for the period 4/15/20 through 5/14/20.

  • For families impacted by COVID-19, family fees are waived, an additional 30 day recertification period is allowed and providers (except legally exempt in-home and family child care) may receive payment for absences for a maximum of 30 days
  • DSS will make payments to providers (except legally exempt in-home and family child care), who are closed due to effects of COVID-19, for a maximum of 30 days. 
Additionally, a Virtual Breastfeeding support group has been established for all pregnant and breast feeding moms and their families.  It will be hosted by Lactation Professionals and will happen on Thursdays from 10-11:30 AM (Spanish translation available from 10-11AM). (4/20): Northwell Health Core Laboratories on Long Island will begin the production of 10,000 immunity tests per day according to Governor Cuomo’s office with the goal of distributing hundreds of thousands tests to New Yorkers over the course of this month.

Also, National Grid have temporarily suspended collections-related activities, including service disconnections. Both of these polices will be in place until the end of April. (3/20): Community update out of Suffolk County Executive Steven Bellone’s office via Governor Cuomo. New York will implement a 90 day moratorium on evictions for residential and commercial tenants. 

The Village of Greenport continues to defer to the Center for Disease Control for all information & preventative measures on COVID-19. They are working directly with the Suffolk County Department of Health to manage the cases in our Village. EMPLOYER/EMPLOYEE RELIEF

The Suffolk County Business Recovery Unit has collected a list of valuable state and federal resources for employers. Also please note that New York State has waived the 7-day waiting period for unemployment applicants. If your job has been jeopardized by the pandemic please click here to begin your application for unemployment benefits.

(4/10):  From the NYS Department of Labor: The best way to file a new claim for unemployment insurance is through our improved online filing system. File a new claim here. This is only for new claims. If you already have a claim, please go to labor.ny.gov/signin to make weekly certifications or to view your claim information. New Yorkers who have already filed partial claims under the old UI system and were told to call the call center to finish their application should NOT – instead, the DOL call center will call these New Yorkers directly.

Additionally, the U.S. Small Business Administration is offering low-interest loans for small businesses being affected by COVID-19. As schools continue to be closed, CAST Southold Town is offering emergency Feed-A-Kid food services. Call (631) 477-1717 to sign-up. Food pantry hours are as follows: Monday: 9AM-12PM, Tuesday: 3-6PM, and Friday: 9AM-12PM until further notice. The Greenport Union Free School District are also offering meals for kids from 10AM-12PM Monday-Friday & offering free online learning. United Medical House Calls is offering telemedicine for all medicare patients. Speak to a doctor over the phone who can write and/or fill prescriptions. Long Island Sound Senior Connections provide services to seniors including calling or checking in regularly, shopping, access to food, prescriptions etc.
